Costa Rica has launched its first “National Artificial Intelligence Strategy 2024-2027,” aiming to position the country as a regional leader in ethical AI practices that prioritize human development. The strategy, developed to respond to a fast-evolving global landscape, embraces principles of ethical, inclusive, and sustainable AI use, ensuring technology serves collective well-being.

A Human-Centered Approach to AI

The government designed the strategy to align AI development with Costa Rica’s long-standing commitments to human rights, social equity, and sustainable growth. It emphasizes that AI adoption must remain transparent, fair, and accessible. By grounding the strategy in ethical principles, leaders hope to ensure that technology enhances citizens’ well-being rather than undermining it.

Building a National AI Regulatory Framework

A central goal of the strategy is the creation of a regulatory framework to oversee AI systems deployed in the country. The framework will set standards for safe, responsible AI use, helping organizations avoid misuse and harmful outcomes. Officials plan to continuously monitor and evaluate AI systems as technology evolves, ensuring that safeguards remain effective and relevant.

Expanding AI in Public Services

Costa Rica intends to integrate AI tools into public services to increase efficiency and accessibility. Government agencies expect AI to support improvements in healthcare, education, transportation, and more. For example, AI-driven tools could help doctors diagnose illnesses faster, while adaptive learning systems could tailor educational content to students’ needs. These initiatives aim to close resource gaps and expand opportunities for communities throughout the country.

Preparing the Workforce for an AI-Driven Economy

Recognizing that AI will reshape labor markets, the strategy includes major investments in education and workforce development. Costa Rica plans to partner with universities and technical colleges to expand AI and digital literacy programs. Through these partnerships, the government hopes to create new pathways into AI research, development, and governance—helping workers build skills for emerging technology roles.

Strengthening International and Private-Sector Collaboration

Costa Rica’s approach also emphasizes cooperation. The government intends to work closely with global organizations, international partners, and private-sector innovators. This collaboration will help the country share best practices, learn from other nations, and remain agile as AI advances.

Ensuring Transparency and Accountability

To maintain public trust, Costa Rica has established an advisory board to oversee AI implementation. The board will track progress, review policy decisions, and recommend improvements based on emerging risks and opportunities. Officials describe the strategy as a living document, flexible enough to adapt as new technologies and challenges arise.

A Regional Model for Responsible AI

Costa Rica’s National Artificial Intelligence Strategy represents a major step for Latin America, where comprehensive AI policies are still emerging. By prioritizing responsible, inclusive, and transparent AI development, the country aims to demonstrate that innovation and ethics can advance together—and set an example for others in the region.
