In a groundbreaking initiative, Greece has unveiled a comprehensive national strategy to harness the transformative power of artificial intelligence (AI), positioning itself as a key player in the global AI landscape. The blueprint, developed by a high-level advisory committee and presented under the auspices of the Greek Prime Minister, outlines a vision to leverage AI for economic growth, societal benefit, and enhanced global standing.

The strategy articulates Greece’s mission to integrate AI across various sectors, including healthcare, culture, climate action, and public administration. At its core, the plan aims to foster innovation, improve public services, and enhance democratic processes while mitigating potential risks associated with AI, such as data privacy concerns and bias in decision-making.

Central to the strategy are six flagship programs that aim to position Greece as a leader in ethical and innovative AI transformation deployment:

  1. Data Governance and AI Strategy Coordination: Establishing infrastructure for data collection and governance to support AI-ready public and private sectors.

  1. AI Center of Excellence: A proposed world-class research and education institute to retain and attract AI talent, driving innovation within Greece and globally.

  1. AI Education Platform: A centralized hub for teaching, virtual collaboration, and competitions to democratize AI knowledge and skills.

  1. AI Ecosystem Development: Encouraging partnerships, investment, and innovation in industries such as tourism, energy, and culture.

  1. Greek Language and Culture Data Space: Preserving and integrating Greece’s linguistic and cultural identity in AI applications, addressing biases in global AI models.

  1. Global AI Ethics Forum: Establishing a platform for international collaboration on ethical AI use, promoting democracy and sustainability.

The strategy highlights how AI can revolutionize public services, from optimizing emergency responses to improving healthcare outcomes. In education, AI-driven tools are set to personalize learning experiences, bridging gaps for underprivileged students and enhancing opportunities for lifelong learning.

Cultural preservation also features prominently. Greece aims to utilize AI to digitize and promote its rich heritage, ensuring its global representation in AI-powered applications. In tandem, a dedicated data space will curate and secure Greek-centric datasets, enhancing the relevance and accuracy of AI systems interacting with Greek users.

Guided by principles of human dignity, transparency, and adaptability, the strategy underscores the importance of ethical AI deployment. It advocates for robust oversight mechanisms and international collaboration to align AI development with democratic and humanitarian values.

Recognizing the potential environmental impact of AI, Greece is committed to sustainable practices, leveraging renewable energy and efficient computing resources to minimize its ecological footprint.

The strategy reflects extensive consultation with stakeholders, including government agencies, academia, and private enterprises. It draws on global best practices and aligns with EU initiatives, such as the European High-Performance Computing facility, positioning Greece as a regional leader in AI transformation and innovation.
