Singapore has reinforced its commitment to artificial intelligence (AI) safety and governance by signing two landmark agreements with the European Union and the United Kingdom. These agreements mark a significant step in fostering international collaboration to ensure the responsible and trustworthy development of AI systems.
On November 20, 2024, Singapore’s Ministry of Digital Development and Information signed an Administrative Arrangement with the European Commission to establish collaboration between the EU’s AI Office and Singapore’s AI Safety Institute. This agreement underscores a shared commitment to promoting the safe, reliable, and human-centric development of AI technologies.
The arrangement is part of the broader EU-Singapore Digital Partnership established in 2023. It focuses on enhancing the safety of general-purpose AI models through joint testing and evaluations, sharing best practices, standardization activities, and the development of benchmarks and tools. Both parties will also collaborate on future AI trends and innovations.
The EU-Singapore partnership also aims to address emerging challenges in AI governance, ensuring that the technology evolves responsibly while adhering to shared ethical principles. The agreement builds on both parties’ efforts to create global norms for AI safety.
Earlier this month, on November 6, 2024, Singapore and the United Kingdom signed a Memorandum of Cooperation (MoC) to strengthen collaboration on AI safety. The agreement was signed in London by Singapore’s Minister for Digital Development and Information, Josephine Teo, and the UK’s Secretary of State for Science, Innovation, and Technology, Peter Kyle.
The MoC builds on the 2022 UK-Singapore Digital Economy Agreement (UKSDEA) and previous initiatives, such as the 2023 AI Safety Summit and the work of the International Network of AI Safety Institutes (AISIs). Key areas of collaboration include advancing AI safety research, establishing global AI norms, fostering information sharing, and developing robust safety testing frameworks.
