China has unveiled an updated framework to guide the safe and responsible development of artificial intelligence )AI), according to a report by China Daily.
The Artificial Intelligence Safety Governance Framework 2.0 was released at the main forum of the 2025 Cybersecurity Week in Kunming, Yunnan province. The initiative was jointly developed by the National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT/CC) alongside AI research institutions, professional organizations, and industry enterprises. It builds on the first edition of the framework, introduced in 2024.
The Cyberspace Administration of China said the updated version reflects advances in AI technology and real-world applications. It introduces more detailed risk classifications, updates preventive measures, and incorporates lessons learned from emerging challenges. An official from CNCERT/CC told China Daily that the framework aims to balance innovation with governance while keeping pace with international developments in AI safety.
“The new version aligns with global AI development trends, balancing technological innovation with governance practices and deepening consensus on AI safety, ethics and governance,” the official said, according to China Daily.
The framework is designed to foster a trustworthy and controllable AI ecosystem. It emphasizes collaboration across borders, industries, and sectors, promoting a model of joint governance. Authorities also highlighted its role in advancing international cooperation on AI safety through multilateral mechanisms and ensuring that the benefits of AI innovation are shared inclusively.
By refining safeguards and promoting global dialogue, the 2.0 framework underscores China’s ambition to shape AI governance standards while encouraging technological progress.
