BABL AI and U.S. Naval Academy Release Report on Ethics of AI-Enabled Weapons

BABL AI, in collaboration with the Stockdale Center for Ethical Leadership at the U.S. Naval Academy, has co-published a landmark report titled “AI Enabled Weapons and Just Preparation for War.” The report examines the ethical risks associated with AI weapons and offers practical solutions to ensure their responsible development and deployment.

A Joint Effort by Leading AI Ethicists

The report was authored by Jovana Davidovic, BABL AI’s Chief Ethics Officer, and Professor Milton Regan. Both scholars also serve as affiliated faculty at the Stockdale Center.

Together, they bring decades of combined expertise in:

  • AI ethics

  • Just war theory

  • International humanitarian law

  • Algorithmic accountability

  • Human oversight in automated systems

Their previous work includes critical insights on meaningful human control, ethical use of AI in warfare, and AI-related war crimes.

Report Focus: Reducing the Risks of AI in Warfare

The co-authored report explores two fundamental questions:

  1. How can AI-enabled weapons be developed and tested in ways that minimize unjust resort to war?

  2. How can AI use in warfare avoid unjust conduct during conflict?

By focusing on testing, evaluation practices, and the security dilemma, the report outlines the ethical challenges of emerging military technologies. It proposes actionable mitigation strategies to ensure AI deployment in combat adheres to the principles of just war and international law.

For Policymakers, Military Leaders, and the Public

This timely publication serves as a valuable resource for:

  • Military officials involved in AI defense programs

  • Policymakers shaping AI-related defense and security policy

  • Ethics scholars and the broader public seeking clarity on the ethical stakes of AI in warfare

The report provides guidance on the ethical development of AI-enabled weapons and highlights the urgent need for responsible innovation in military AI applications.
