Indonesia’s Ministry of Communication and Digital (Kemkomdigi) has conditionally restored access to the Grok service after X Corp submitted a written commitment outlining corrective measures and pledging compliance with Indonesian law.

In a press release dated Feb. 1, Kemkomdigi said the normalization of Grok’s access would take place under strict supervision and would remain subject to ongoing evaluation. The decision follows earlier restrictions on the AI-powered service amid concerns over misuse and the spread of harmful content.

Alexander Sabar, Director General of Digital Space Supervision at Kemkomdigi, stressed that the move does not represent unconditional leniency. “The normalization of Grok’s access is carried out conditionally after X Corp submitted a written commitment detailing concrete steps to improve the service and prevent misuse. This commitment forms the basis for evaluation, not the end of the supervisory process,” he said in Jakarta.

According to the ministry, X Corp’s formal letter to the Minister of Communication and Digital outlined layered mitigation steps. These include strengthened technical safeguards, restrictions on certain features, refined internal policies and enforcement mechanisms, and the activation of incident response protocols.

Kemkomdigi said it will verify and continuously test the effectiveness of these measures to ensure they prevent violations, including the dissemination of illegal content and breaches of child protection principles. If inconsistencies or further violations are identified, the ministry warned it would not hesitate to take corrective action, including reimposing access restrictions.

The ministry emphasized that its oversight policies—whether limiting or restoring digital services—are implemented proportionally, transparently, and in accordance with existing regulations. The stated goal is to protect the public interest and maintain a safe and equitable digital environment.

Kemkomdigi also noted X Corp’s commitment to ongoing cooperation with the Indonesian government to fulfill its legal obligations as an Electronic System Operator (PSE) and to support a responsible digital ecosystem.
