U.S. and UK AI Safety Institutes Forge Landmark Partnership to Ensure Safe AI

In a major international move, the U.S. and UK AI Safety Institutes have launched a groundbreaking partnership to advance global AI safety. The memorandum of understanding (MOU), signed April 1, 2025, by U.S. Commerce Secretary Gina Raimondo and UK Technology Secretary Michelle Donelan, aims to align scientific methods, share research, and accelerate the development of AI testing frameworks.

This partnership follows the commitments made at the AI Safety Summit in Bletchley Park last November and signals growing urgency to address the risks of emerging AI systems.

Shared Approach to Testing and Oversight

This new partnership aims to build a common approach to AI safety testing. Both institutes will:

  • Conduct joint evaluations of publicly available AI models

  • Share technical knowledge and research findings

  • Explore staff exchanges to boost collaboration

As a result, the two countries hope to strengthen their ability to manage AI risks. They will also issue clearer safety guidance based on shared standards.

Leadership Voices: A Call for Collaboration

Gina Raimondo called AI “the defining technology of our generation.” She noted that this partnership will support efforts to reduce national security threats and protect society as a whole.

Meanwhile, Michelle Donelan emphasized the importance of working together. “Only by collaborating can we confront AI’s risks and unlock its benefits,” she said.

Building on a Long-Standing Alliance

The agreement reinforces the strong tech relationship between the U.S. and UK AI Safety Institutes. It follows the principles discussed at Bletchley Park and sends a clear message of unity.

Furthermore, both countries pledged to exchange research and share safety data. By doing so, they aim to create a more coordinated global approach to AI safety and regulation.
