Israel and Azerbaijan have signed a Memorandum of Understanding (MOU) on artificial intelligence, deepening bilateral ties and expanding cooperation in a field both governments view as strategically critical to future growth and security.

 

The agreement was signed at the Prime Minister’s Office in Jerusalem on February 3, 2026, in the presence of Israeli Prime Minister Benjamin Netanyahu. The document was endorsed by Brig. Gen. (Res.) Erez Askal, head of Israel’s National Artificial Intelligence Directorate, and Azerbaijan’s Minister of Digital Development and Transport, Rashad Nabiyev.

 

According to Israeli officials, the MOU marks the next step in advancing Israel’s ambition to become a global leader in AI, a goal Netanyahu has identified as a national priority. The signing follows a joint AI declaration Israel concluded with the United States last month.

 

Under the agreement, Israel and Azerbaijan will collaborate on supercomputing infrastructure, the deployment of AI in critical civilian sectors, the development of human capital, and joint research initiatives. The partnership is designed to strengthen technological capabilities while addressing shared national challenges.

 

Speaking at the ceremony, Netanyahu described AI as “the instrument of the present that is rushing towards tomorrow,” emphasizing the importance of positioning both countries among the leading nations in the field. He said the agreement represents another step in a long-standing partnership that has grown over decades.

 

Askal said AI cooperation adds “an important additional layer” to bilateral relations and could generate life-changing solutions for citizens in both countries and beyond. He reiterated Israel’s intention to meet its goal of global AI leadership.

 

The agreement builds on years of close political and economic ties between Jerusalem and Baku, expanding the relationship into advanced technology and digital infrastructure as both nations seek to accelerate AI-driven innovation.
